This is probably about as cheap as you're going to get. It only costs you about $120, whereas most brands are closer to $1000. Why? It's the most bare-bones model you could get, with no fancy gizmos and without even having a power source other than you. If you can't afford anything else, this is the one to go with.
The advantages:
Price. This is the single biggest advantage - you won't find anything cheaper.
It's passable for a workout - not the best, but it will get the job done.
Pretty quiet - you can watch TV / listen to music without too much trouble.
Has a few basic features, like electronic monitoring of the workout and two inclines.
Folds up easily and doesn't take up much room.
The disadvantages:
No motors, fancy workout styles, or anything else you'd find on a more expensive model. This isn't going to be the same experience you get on a treadmill at your gym.
It can take a little bit of finesse to keep it going. Some people have trouble with it starting / stopping if they aren't walking on it in just the right way.
Looking through people's reviews on Amazon, multiple people have reported getting defective ones. That's not surprising given how cheap it is - but be prepared if you have to send it back. Make sure wherever you buy it from will take returns, just in case.
